Then encouraging and guiding the visitor to complete the desired action, such as placing an online order, completing an enquiry form or calling the company.

Usually yes, it depends how slow it is, but the search engines favour fast sites, especially for mobile searches. It can usually be improved fairly easily though, as long as we/you have access to the back end of the website and hosting control panel. We charge on a very reasonable daily rate, SEO campaigns tend to be a regular amount of time each month, or sometimes just an hourly charge if a single job needs completing. Whereas, web design is quoted at a price to complete the job.
